Windows 8/7/Vista/XP - Prolific PL-2303 Driver Fix (VID_067B&PID_2303)

The Internet is full of web pages on this problem, but no one seems to know what causes it. Even the companies selling these USB to Serial adapters appear to be completely confused.
What appears to be happening is that there are a ton of counterfeit "Prolific" chips coming from China and getting the correct driver installed is like playing Russian roulette. The counterfeit chips use the same Vendor ID (VID) and Product ID (PID) as the authentic Prolific chips. Prolific talks about this on their web site and I'm betting they are as frustrated as we end users.
The drivers that Microsoft supplies via Windows Update, Versions 188.8.131.52, 184.108.40.206, and 220.127.116.113 will not work with most adapters and issues the generic Code 10 error. If your adapter was working prior to going to Windows Update, you can "roll back" to the previous installed driver and all will be well once again. However, if you didn't have a previous driver installed that worked, you'll have to go through the process of removing any PL-2303 driver installation programs,the actual driver files, and the information (.INF) file BEFORE you are able to successfully install the correct driver. What aggravates the issue is that there are many "Prolific Driver Removal Tools" that do not work properly as well! So, no matter how many times you remove the driver files and reboot, the next time you insert the USB to Serial adapter, Windows installs the wrong version again. Yes, it's frustrating as hell.
The only driver I have ever found that works with all the "Prolific" adapters is Version 18.104.22.168, and the only proper Driver Removal Tool comes from Prolific Technology itself.
Fix is for:
the compressed file folder, "USBDriverFiles.zip" at this location:
2. Unplug any PL-2303 devices.
3. Next, go to the Windows Control Panel "Uninstall a Program". Remove any PL-2303 Driver Installation Programs found there.
4. Reboot your computer
5. Run the "PL2303DRemover.exe" program to remove the old drivers and .inf file
6. Reboot your computer
7. Run the "PL2303_Prolific_Vista_332102.exe" program to install the new drivers
8. Plug in your USB to Serial adapter, "Your device is ready for use"
